car not starting :(

i got an 03 mustang GT, i've got aftermarket exhaust (headers to tips), cold air intake and upper intake plenum (no MAF or TB), underdrive pulleys, all but the CAI professionally installed. I also have an aftermarket clifford alarm system on it and a battery saver that cuts off the battery if it gets too low.

that said, i've had nothing done to my car in months. and on top of that, my car hasn't been started in about a week. but this afternoon when i went to start it, it made this nasty sound - like "ratatatatatatatat" - and doesn't start. i would guess thats the starter, but i've never heard that sound before, so i don't really know whats going on. another weird thing is that when i turn the key to "on" the guages go through their little reset thing (the needle goes back on forth), and all the lights come on. if i turn the key off, and back on, it does it again. i got the 6 cd changer, and that cycles through all the cds as well. when i turn it to "start" all the lights go off except one (service engine soon), and that one flickers, and the needles on hte gauges shake a little too (they go up about a milimeter, drop back down, and repeat rapidly).

thats all i know. anyone experience this before, or know what it is? any help is appreciated
