Issues Getting New Rebuild To Idle While Cold

I just finished a rebuild on my car and now that I am working on getting it started, it doesn't want to idle right. I checked timing (12*), fuel pressure (39psi), and ran KOEO and KOER tests. It runs great when it's warmed up, but when it's cold, the idle is really low, around 500rpm. I have a 4cyl tach that reads double, but I don't think that would cause any issues.

The codes I got in the KOEO test are
31, 81, 82, 84, 85. All seem to be EGR related correct?

And on the KOER test I got
41, 91, 31. 41 and 91 were for the O2 sensors. I found they had a bad ground, so I fixed that. And 31 is another EGR code.

I have EGR removed. Vacuum doesn't seem to be leaking anywhere, but I don't have a vacuum gauge, so I can't check. I sprayed starting fluid in areas where there were hose connections and such and got no surging idle.

As an update, I went through my vacuum system and put some clamps on and such and it's better, but it still seems to start up and then die out. If I feather the throttle for a short time it stays running after that. It seems like the IAC isn't doing it's job well. I cleaned it fairly recently though.

You can guess at the problem and throw parts at it, or you can use the checklist to help you find the problem quickly and inexpensively. The quick and easy way to dump the codes is in there too, and all you need to do it is a paper clip! The first two posts contain all the fixes & updates. At last count there were 24 possible causes and fixes for surging idle/stall problems. I continue to update it as more people post fixes or ask questions.
