95 5.0 unable to pull codes

Hey dudes. So I bought an innova code reader and I can’t get it to work for any tests. I made sure all the pins are connecting and checked the wires on the connector. It doesn’t show that it’s connecting to the computer. I tried the paper clip jumping method and the the CEL just stays on. Nothing happens. Am I overlooking a fuse or a relay? Any help would be greatly appreciated
