Clutch Pedal Won't Depress??

The other day I was driving my mustang and right about when i come to a stop I press the clutch pedal and its loose. So I pull over and the clutch cable came off the quadrant. So I pop the hood and adjust the firewall adjuster and hooked the cable back up tight and now my clutch pedal won't go down? I can use all my strength and it still won't go down or shift into gear?

The cable is broke, frozen or it popped off the clutch fork.
