I have an RPM Air Gap and a 3 inch K&N Extreme Air lid assembly. Hood clearance from the top of the air cleaner to the hood is less than 1/2 inch.
So here is my idea. I get the alum shaker hood scoop and rubber seal from NPD.
I bolt the shaker scoop to the K&N lid and have a body shop cut the hood. I can raise the shaker assembly as needed to make a seal with the hood with a carb spacer or air cleaner riser.
Would it work? I don't see why not. A ram air shaker hood would certainly look cool as hell. Constructive comments are solicited.

I decided that the price is not justified. Instead, I can get a 429 Cougar Elminator hood scoop (Boss 429). I would cut a hole in the hood slightly smaller than the diameter of the filter and ring the hole with thick window lace. This would deliver air to the top plate filter without the cost of the shaker.
