Need Help With Catalytic Converters

I'm close to trading my truck to a guy that has a 94 Gt. He lives in a county in GA that doesn't require emissions and he has had the cats taken off and has smog pump delete brackets, but I live in a county that requires emissions. My question is if I get the car how much will it cost to get it back to being able to pass emissions? If anyone has any cats used for sale cheap or knows a place I can get them would be greatly appreciated. Also if I get the cats back on does it still need the smog pump as well? And Am I going to have to find O2 sensors for it as well? Thanks for the help guys it is much appreciated! Gotta love them Stangs!!!
