Question for buying out of state vehicles...

This varies widely. If you are buying it from a dealer in a neighboring state, they may be able to collect it and pay your state. If so, make sure you get a copy of their tax id number in your state, and a paid receipt for the tax. Otherwise, you may have to pay it again before you can register it. Been there, done that. Took a while, but I got my money back from the dealer too.

From a private party, you, the buyer, usually pay the sales tax in your state prior to registering the vehicle, as well as the property tax if applicable.
