S197 Technical Service Bulletins (TSBs)

Hey guys, i need alittle help, What are the uses of the Technical service bulletin's and do these cover your car when your factory warranty is expired, but you have brought the problem to fords attention while it was under warranty But ford's great saying "cant duplicate the problem", also i recently had BBK Long tube Headers installed on my car, But my mechanic is getting trouble codes indicating there is a problem with the Throttle Body, He had taken the throttle body off and cleaned it up when they had to remove the head to remove a broken spark plug, the problem they are getting is it is running rough idle sporatic, jumps from 700 rpm to 2000 rpm then settles but idles at around 500 rpm, seems like it want to stall, they get trouble codes that it is running rich and lean, The car also has a NEW PCM that was put in back in Oct 2006,

TSBs are not covered outside of warranty, only FSA's.
