Strobe effect running lights

I've seen numerous clips of Mustangs where the running lights give off a strobe effect. Is that something built-in to the car, or an add-on module?

its an effect due to the frame rate of the camera filming. In person the lights are solid.

Sometimes the flicker occurs when owners install certain HID conversion kits. Day time running lights usually operate by pulsing the high beams.. Some HID kits flicker when this is applied.

Personally when I have used HID kits, I disconnected Day Time Running lights.
