If you follow the NMRA Factory Stock class, in which the top racers will run in the 11's, most will be running at least 300 rwhp. That said, those are purpose-built cars, with a purpose-built suspensions, and with slicks. So, from that information, you might be able to extrapolate and say a full-weight street car, with street radials, might not ever reach the 11's...
Look, as the others have mentioned, you will need some sticky tires and a
suspension that offers sufficient weight transfer. Someone once posted a little joke that goes something like this:
What does a 300Hp, 500Hp, and a 700Hp Turbo Supra have in common?
A 12 sec. timeslip.
The point being you can have gobs of power, but it won't mean diddly squat unless you can put it to the pavement.
