umm thats a little lean , usually lean means you will make more power but I would say in your case its probably at the point of hurting performance , get it tuned immediately before you cook a piston or two .

I would be suprised if that number is correct, 17.5:1 is extremely lean, cylinder temps would be way too high at that ratio. I would say Yes you will gain power by bringing that A/F back down to where it should be. If my car even hit 15:1 I would crap my pants for sure!
Like everyone said, you are lean. However, A/f ratios are not stationary, they vary with load and RPM. When are you hitting 17.1 specificly? I was hitting 15.5 in park at idle, and I was hitting 12's at WOT
