Engine Broken Lower Intake Bolt

Today I was swapping intakes on my 91 5.0 The lower intake bolt on the drivers side rear (rear most) snapped. I tried everything to get it out (easy out, welded nut to it) no luck. It is just a rusted mess and completely seized. In looking at a spare set of heads I have I can see that the rear most intake hole goes all the way through, and the way the head is bolted to the block the bottom of that bolt hole can be accessed from underneath. I am going to try and drill and re-tap that bolt hole but IF that doesn't work, can I just drill out the hole and put a longer bolt through with a nut and washer on the under side? It seems like it will work for that particular intake bolt hole. Has anyone ever done that? I have spare heads but do not really want to do a head swap for one stinking intake bolt if I don't have to.
