Roland, that's a common thing with some parts store IAC's, having to mount them upside down. I've never heard of doing it to help with start up issues though. Typically it's done because the idle hangs around 2k RPM and nothing will lower it other than flipping it. Do you have any codes or anything that would cause issues at start up? Recent plugs, wires, cap & rotor? How's your timing and fuel pressure? Starter cranks alright?
 
There should be a note in the parts box if a given IAC requires being mounted upside down.

It should be noted that this is a specific procedure for a given part - it's not a generic thing to try on all IAC's. E.g., we don't want people flipping their OEM IAC's to see if it fixes an issue.
