Off idle hesitation....

My throttle is not snappy at all. When I tap it off idle it kinda bogs first then it catches. It does it in neutral and when taking off from a stop. Actually, I believe it has always been this way since I bought the car in 96. Is this normal for EFI? Any ideas on what I need to check?

I'd start by checking the base timing, and adjusting the idle. And see if there are any codes in the comp.

The first two posts contain all the updates to the fixes. At last count there were 24 possible causes and fixes for surging idle/stall problems. I continue to update it as more people post fixes or ask questions.
