shipping & ups ?`s

Heres what happened. A friend shipped a transmission thru ups and ups refused the package at the depot and told the buyer it was damaged and they are shipping it back to the seller.Ups wont even let the buyer see it. The ? is.... Is ups liable for the damage they caused?. The seller only insured it for 250. but ups told he they are not responsible for any damages if they didnt package it. So whats the point of putting insurance on it if they are not liable? Thanks

I do all of my own packaging when I ship UPS,and they always let me insure them,and they've never given me any trouble over it.Perhaps they just don't want to pay up.
