Steering Column Chatter

I have a 2007 GT and it recently developed a very odd condition when making a slight right turn. This only occurs when turning the wheel to the right and making a 15 degree turn. A chatter can be heard and felt through the steering column. It's almost like a pulsating, not a vibration like if a tire is out of balance.

I'm thinking it might have something to do with Traction Control but I have never heard anything like this before. Although i seriously doubt its related I wanted to point out I am missing a TPMS on my drivers front wheel.

Any suggestions?

TPMS wouldnt create a pulsating by not being there.

and i find it hard to believe that traction control could have anything to do with it. Does the problem go away when you turn traction control off?

Its been snowing here since I posted. I'll try Traction off when the roads clear.
