When do you replace floorboards?

Hello,

I have a 66 convertible, the floorboards seem solid. (My foot does not through them when I step on them). There is a lot of peppering, more than the pictures I am posting show. The patches that are some in the picture are only riveted on, so I know I need to weld them if everyone thinks the floor boards are OK. I am doing a complete restoration on the car, but I am only taking it to the point of being a daily driver. I don't want to skimp, but I am only ever going to drive the car in good weather conditions and house it in a heated garage in the winter time. (Chicago area).

The local restoration shop quoted me $600 to replace the front pans and the firewall pans, if I supplied the pans. They also quoted me $1000 to replace both full quarters along with mount and align new doors. Again with me supplied the parts. Are these prices resonsible?
