I think the needle lights up red because he replaced the origianl clear bulb with a red bulb. Not sure though.
If you want an easy way to do it that costs next to nothing....just take a razor blade and scrape the original white paint off of the back of each needle, then carefully brush on a little transparent red nail polish.
