Does a lowered car look lower with 18" rims compared to 17" rims ?

IMO no. I have 18" rims and have FRPP C's and they just dont cut it.

to me, it depends on the size of the tires and not the size of the rims. a bigger tire (diameter wise) fills up the wheel well better, but smaller tires will actually lower the car slightly. the center of the car is what i look at when checking out how low a car is.
