Realistically, you should be able to buy everything for relatively cheap from the local auto parts stores and places like rockauto.com, with the exception of the brackets, but those should be pretty readily available from any mustang salvage joint or craigslist.
When my rack was leaking, I bought a reman rack, pump, and hoses for around $250 with shipping. Not a bad idea to do the balljoints, control arm bushings, and outer tie-rod ends to make the front end solid anyway.
Now, you do have to contend with the fact that the reman racks are usually setup with the steering feel of a Lincoln Town Car, but depending on what you are planning to do that might be okay.
You may also want to take the time to go ahead and upgrade to SN95 stuff, especially if you can score an 03-04 Cobra rack. More expensive and you need to do some conversions, but I have yet to hear of anyone who has regretted the swap.
