RPM unable to reach lower test limit

Error code 13... anyone??? anything?? Does timing have anything to do with idle?

Timing does have an affect on the idle (more advanced = higher idle; more retarded = lower idle) but most of the time, such an issue is a vac leak, mechanical idle set way over the commanded idle, an IAC issue, etc.
