What N/A bolt-on is proven to give the most WHP?

Ok...I'm curious to know what bolt on mod makes the most HP for our 4.6L engines. This is not including S/C's, nitrous, Turbo's, head swaps, block rebuilds, etc. I'm thinking more along the lines of small mods....

tuners / chips?
plenums & TB's?
Intake mani's?
X/H pipes?
catback exhaust?
UDP?

I'm sure there are many more but it's 2:30 am and I can't think lol

Would you consider cams a bolt-on? They would probably yield the most. Next would be longtubes, then pulleys, then plenum/tb. A tune will give you alot once you have more mods done to the car.

Will a PI intake bolt onto NPI heads?

The intake ports and coolant ports won't match, however using PI gaskets and some RTV around the coolant ports, the PI intake will fit on NPI heads.

Unfortunetely, I'm pretty sure long tube headers are illegal here in CA. Hell, I don't think shorty headers are legal either, unless you happen to know of some that come with CARB stickers?

cams are best, then l/t. if you cant do those cause your in cali, then id say x pipe over pullies.

pullies dont gain too much do they? i thought it was like 5 rwhp if your lucky. not that the x pipe will get much more maybe 8-10.

IMO UDP's are more beneficial than CAI's. They prove more HP gains..

And I'm sticking to the 3.73's because this is my daily driver, and I care about my gas mileage.
