gt-40p heads and emissions

Im thinking about getting some GT40p heads with 1.7rr's run it with E cam or tfs1 for cheap upgrade with P style mac headers...If I had the smog tube jB welded to look like its hooked up, Would it pass the sniffer in CA? Im pretty sure the smog tech wouldnt be able to tell the heads have been changed. I heard they have more efficient chambers and burning to improve emissions, Would they pass CA emissions...Can I expect 260rwhp with my mods the GT40p's 1.7rr ,e cam, explorer intake, and mods in sig on good strong running 302

I have a combo like that (in my sig) except I have the Explorer GT40's with no thermactor. I had cats and the pipe at the back of the heads wasnt hooked up, I passed my final emissions test like that here in IL. I dont know if yours would pass out there in Cali.
