Need help with a DTC code.

I've got a 99 GT and after my car got pretty wet from a huge storm the other day I've been getting a code.

""P1152" Lack of H02S21 Switches-Sensor Indicates Rich (see P2198)"

Has anyone ever seen this before, or maybe know what could be causing it? I'm thinking I may have gotten a sensor wet and it crapped out or something, but I don't know where to start looking. Any help would be great.

it could just be the sensor as well. The heater circuit could be shorted to the signal circuit causing it to have 5v on it. The ecu reads that as 1.66v and thinks that it is a rich condition. Check the red and light green wire with a DMM for voltage with the key on. It should be less than a volt.
 
I logged some PID's with my Diablo programmer. O2S11 started at 0 V and slowly went up to 0.10 sitting at idle. O2S21 stayed at 1.67 V the whole time. Does that mean its bad? And which on is which? Is O2S21 the driver side or passenger side?
