An alternative to building the car in your parking lot would be to rent a self store unit big enough to hold the car & all the parts, tools and other "stuff" you'll be using. No complaints from the neighbors, everything is dry and out of the weather and no one is likely to steal your parts or tools. When the weather is nice, roll up the door and have at it. When it is cold or rainy, leave the door down and use a fan or heater to make things more comfy.
The two disadvantages of a rental self store unit are the distance from your front door to work on the car, and the cost of the storage unit. Sometimes the time involved for a trip to and from your storage unit may be enough to slow down your progress.
For the peace of mind and security of your car, tools and parts, the rental self store unit is an over all winner.

That was my plan! I'm planning on using Wolfe Race Craft connectors, and a pre bent cage. I'm going to have a shop install that stuff though, I don't trust my own welding on something like that
