Need Help with strange VIN#

Is that the vin from behind the windsheild or is it off the door? Some states 'created' vins for cars that had been stolen and had the real vin removed...this allows it to be re-registered.
 
Could it have been a rebuilt wreck sometime in the past.
Maybe it got a salvage title and someone 'fixed' it and got a new number.
Usually these cars are well documented to protect future buyers, but if it was done years ago, they could get away with a lot.
I have seen rebuilt salvage from 10-15 years ago, before laws got strict, that have a clean title... whitewashed in effect.

I came across a Mustang here in Arizona a while back that had "AZ" in the middle of the VIN, right before the sequential number. It apparently signified that the car had been retitled by the state due to salvage, theft, or something similar.

Maybe this is some other state's way of doing the same thing.
